Zenodo, CERN and platform moderation: governance without accountability

These claims argue that repository and platform moderation has relocated governance into infrastructure without review, appeal or recusal. Zenodotus' Book-Burning and the CERN competence and correspondence deposits set out the Zenodo termination as custodial enclosure and the competence gap as structural. The Archival Reclamation Protocol traces orphaned enforcement against non-standard work, and The Endogenous Sophon forecasts that the termination will repeat at other repositories.

It is the demand that was sent before the account was deleted. It is the record that survives the deletion. On March 5, Reddit's own data export confirmed all 484 posts exist. On March 6, after this demand was received, the account ceased to exist. The export proves the content survived. The deletion proves the demand was received. The archive holds both.

It documents a structural tendency: platform governance systems optimized for scale produce false positives against non-standard intellectual work — work that uses multiple personas, cross-references across platforms, publishes at high volume, and does not conform to the behavioral patterns classifiers were trained to expect. The classifiers cannot distinguish between spam and prolificacy, between coordinated inauthentic behavior and a heteronymic literary architecture, between noise and a noise floor. The heuristic liquidation is not malicious. It is structural.

The most probable chain of events: (1) classifier flags account as automation or self-promotion, (2) automated suspension, (3) auto-ban of creator subreddits, (4) human review restores account, (5) subreddit bans remain untouched because they require separate manual reversal that no one initiated. This is consistent with the "orphaned enforcement" theory presented in the operative demand (Section II) and with the broader CTI_WOUND thesis: platform governance systems optimized for scale produce false positives against non-standard intellectual work because such work sits outside the training data of the classifiers themselves.

PRED-1.G4standing claimregistered 2026-06-19 in #1 · Zenodotus' Book-Burning: Loud Exclusion at Repository Scale
It claims that repositories need an independent-review or escalation mechanism when moderation concerns research about repository governance. No recusal or independent-review mechanism for this circumstance was identified in the published governance documents reviewed for this paper. This absence is a structural gap in the governance of platform infrastructure.

The governance concern is weakened if Zenodo identifies an independent escalation or review process capable of separating the platform's enforcement interest from assessment of research concerning platform governance. No causal claim is made that the archive's research topic motivated the removal.

This is not a failure of governance. It is a relocation of governance — from institutions that were designed to bear it (with accountability structures, appeal mechanisms, transparency requirements, and adversarial review) to infrastructure that was designed to avoid it. Platforms present themselves as utilities. They operate as sovereigns. The utility framing exempts them from the obligations of sovereignty: transparency, proportionality, due process, the right of appeal. The sovereign function gives them the power to determine what exists and what does not.

The open-access movement understood the problem of cost enclosure: knowledge locked behind paywalls. It did not fully anticipate the problem of custodial enclosure: knowledge entrusted to platforms that exercise governance without accountability. The paywall charges you to read. The platform charges you nothing and retains the right to decide whether you exist.

The competence gap is not localized to any single institution or any single decision; it is structural to the post-2020 institutional landscape of knowledge mediation. The gap is widened, not narrowed, by the deepening AI-mediation of operational practice: templates, classifiers, heuristic-driven cleanup tools, and automated workflows enable scale without contextual judgment, and that scale-without-judgment is exactly where the framework's protections become hardest to operationalize. The institutions that have been AI-mediated for the longest are the ones whose operational practice has diverged most visibly from their published governance. The friction generated against careful scholarly work concentrates at exactly those institutions, by exactly that mechanism.

#920 · 2026-06-24 · claims: came_true - The three different formulations of the response period (90 calendar days on the public-facing page; 90 working days on the internal-handling page; verification-deferred on the DPO's response) are the kind of internal-policy inconsistency the audit framework predicts at institutions whose operational practice has drifted from their documentary governance. The reply has asked CERN to identify the controlling provision; the answer becomes further documentary record.

§6.a — Other originator-audits. The deposit treats the Berners-Lee case as the highest-value example because the WWW is CERN's headline tech-transfer claim. There are other relevant cases: e.g., John Postel and the post-2016 ICANN governance critique; the Internet Engineering Task Force's open-vs-platform standardization debates; Vint Cerf's ongoing commentary on Internet governance. v0.2 could survey the broader originator-audit corpus and identify additional precedents.

The chain breaks at (c) under the Berners-Lee critique. The WWW is not a stable headline-success case for CERN's tech-transfer claim. It is a case in which the technology was produced at CERN, released into a governance ecosystem that CERN did not control, and evolved in ways the founder has documented as a failure of governance — not technology — with the institutional venues for the critique including CERN itself. The civilian utility is real. The institutional-governance success is contested at the source.

The audit framework's diagnosis is structural: institutions exercising governance over scholarly infrastructure are not currently competent to the governance they exercise, and the gap is detectable through sincere compliance from outside that the institution cannot answer except by either honoring its governance or visibly deviating from it. The first exchange documents three potential deviation points; the further exchanges will document the institutional response to each.

The institutional form will not reform itself. The endogenous sophon will continue to operate at the dominant scientific sites for the foreseeable future. The disciplinary inversion under existing incentives will continue. The Zenodo termination will repeat at other repositories, the LHC will continue to discard most of physical reality before the physicist sees an event, the application enclosures will continue to capture whatever discoveries survive the upstream enclosure into closed governance.
